			<content:encoded><![CDATA[<p>It was announced on Friday that the city council at St. John’s will hire security services and increase patrolling in certain areas of the city in an attempt to reduce illegal waste dumping activities.</p>
<p>This step was taken after consistent increase in illegal waste disposal incidents in the city in recent months.</p>
<p>In a press release, it was notified that these security services will be used when required and provide assistance in getting evidence that will be used for prosecuting individuals involved in these illegal waste disposal activities.</p>
<p>Counsellor, Environment and Protection Standing Committee, Wally Collins, said, “We recognize that this is a growing problem within the city and are going to take the steps necessary to deal with this issue and ensure those found dumping illegally will be prosecuted.”</p>
<p>The city Committee is looking for bids from independent security firms to provide security patrol services. There are several areas identified by the city where incidents of illegal dumping are more prevalent and there is more need for patrolling security services.</p>
<p>The residents can make use of a number of ways to dispose of waste legally. There is a Curbside Bulk Collection facility which is available to the residents free of cost. They can simply call and get an appointment. There are specified collection dates for every area in the spring, summer and fall. Then, there is the Residential Drop-off Facility at the Robin Hood Bay Waste Management Facility. This is open from 8 a.m. to 4 p.m. every week from Tuesday to Saturday. Another one is the Household Hazardous Waste Facility that is open every Saturday from June to November. There is also a metal recycler on Robin Hood Bay for items such as refrigerators and old stoves. In case a resident misses the free pick-up for Curbside Bulk Collection, or is unable to physically bring these large and heave items to the metal recycler, they can have it picked by the firm at a charge of $45.</p>

			<content:encoded><![CDATA[<p>The residents of Windhoek, Namibia, are urged by the authorities to control all illegal waste management activities in the region.</p>
<p>The Kleine Kuppe Solid Waste Transfer Station was officially launched on 27<sup>th</sup> April by the deputy mayor of Windhoek, Gerson Kamatuka. The need for this new transfer station arose when the Olympia landfill site could no longer be used as it reached its full capacity.</p>
<p>Building of this new site was made possible after a new underground water source was discovered allowing another dump site to be built at the same place. It was emphasised by the strategic executive of Infrastructure, Water and Waste Management department at the City of Windhoek, Piet Du Pisani, that this new site will not reach its full capacity because it will merely serve as a transfer station where waste could be dumped by the residents. This will then be taken to the Kupferberg dump site.</p>
<p>The deputy mayor of Windhoek, Gerson Kamatuka, took this opportunity to praise the residents of Windhoek for maintaining the status of their city as one of the cleanest places in Africa.</p>
<p>“This level of cleanliness has been achieved through cooperative efforts between various tiers of government through the support of political leaders and willingness by the residents to keep the City of Windhoek clean,” said Kamatuka.</p>
<p>As the population of Windhoek continues to grow, there are new challenges faced by the authorities to provide more and better sanitation services, among other things.</p>
<p>Addressing the gathering, the deputy mayor said that he strongly appealed for continued support from all residents in helping to curb illegal dumping in open spaces. He urged them to continually make use of the waste management facilities provided in order to maintain a clean city.</p>

			<content:encoded><![CDATA[<p>A mountain of household waste was found dumped on a site in Humberston, posing health risks and raking in more than £380,000 for the company responsible for it.</p>
<p>The main constituents of this large pile of waste – higher than a first floor office – included highly-flammable items, such as gas canisters. Being in a position above the groundwater source protection zone, the public water supply could also have been contaminated because of these waste materials.</p>
<p>A trial was held for Wilton Waste Management ltd at Grimsby Magistrates&#8217; Court for operating on site without a permit between April 2010 and April 2011. The company was ordered by the court to pay £30,000 in fines and another £25,000 in prosecution costs.</p>
<p>Richard Stannard, director of the company, was also personally fined £10,000, in addition to the £2,500 costs. He was also disqualified from being a director for one year.</p>
<p>The Environment Agency prosecuted the company and has spent the previous year clearing the site. There is now only some low pollution risk waste left behind at the site and negotiations are in progress regarding its removal.</p>
<p>During the 12 month period of the firm’s operation, Wilton Waste is estimated to have made more than £382,000.</p>
<p>Paul Payne, Environment Agency officer, said, “Waste crime puts the environment and human health at risk and undermines legitimate businesses. These offenders risked causing pollution and made money in the process.” He also stated that, “By taking in waste and stockpiling it, they misled their customers, who believed they were disposing of their waste properly.”</p>
<p>Daniel Curtis, District Judge, pointed out that Wilton Waste Management was one of the many in this industry that are set up and then discarded in order to escape penalties for their illegal operations. He hoped that this penalty would serve as a deterrent for others.</p>

			<content:encoded><![CDATA[<p>It was discovered that about 2,000 tonnes of building waste was dumped at the Rosevale Caravan Park, Scarborough. An investigation is to be followed to find out more about this illegal waste management activity.</p>
<p>The Task Group formed for this purpose will present their recommendations to the Scarborough Council Cabinet, and these will be discussed by the members of the Council on Tuesday.</p>
<p>The members of the council’s Environment and Economy Scrutiny Committee found the recommendations of the group and their thorough investigation reports quite impressive. They said they would like to submit these to the Centre for Public Scrutiny as it was a good example of council scrutiny.</p>
<p>Jim Dillon, chief executive of the council, said that if several other agencies also introduced these recommendations, the number of unauthorised tipping incidents would be significantly reduced. “Without this stronger multi-agency approach to the verification and delivery of Site Waste Management Plans, sub-contractors may take advantage of their partners’ and the enforcement authorities’ lack of knowledge to perpetrate another unauthorised disposal such as that at Rosevale Caravan Park.”</p>
<p>The recommendations included a number of things. Firstly, there should be more comprehensive waste management plans and review communication procedures introduced by the Bramall Construction. Secondly, the performance of Synergy Housing Solutions should be reviewed by the Yorkshire Coast Homes. Thirdly, a multi-agency training session should be organised by the local authorities and the Environment Agency so that information can be shared. Lastly, all parties should send their reports back to the Environment and Economy Scrutiny Committee of the council for review. 			<content:encoded><![CDATA[<p>A suspicious fire was witnessed at a waste management and recycling yard in North Lanarkshire this week. An estimated damage of £500,000 was caused by this fire at the site.</p>
<p>Emergency services had to be called in at the site owned by New Town Skip Hire, Albert Street, Motherwell. The services, upon reaching the yard at 2:30 a.m. found the equipment “well ablaze”. The task of putting out the fire was dealt with about twenty fire fighters and the job continued till about 10:00 a.m.</p>
<p>When the matter was investigated by the police, they believed starting of the fire was a deliberate attempt.</p>
<p>Detective Sergeant Scott Wilson said: “The premises is owned by a recycling company and the damage is mainly to a high value piece of machinery which is estimated to be worth half a million pounds.”</p>
<p>Enquiries were held in the area and the officers checked the CCTV from the yard. The fact that it was a deliberate attempt was confirmed from the CCTV cameras. The film shows two men who climbed a fence and torched highly flammable material.</p>
<p>There are twenty four people working for New Town Skip Hire – this includes drivers and staff who process waste material that. As a result of this blaze some of the workers at New Town Skip Hire will lose their jobs.</p>
<p>The machine that was destroyed was a huge custom-built one that was used to separate waste materials.</p>
<p>Martin McLindon, owner of the company, is devastated by the event. He said, “I feel I’m at rock bottom. All our money, time and energy has gone into this business”. He built this company six years ago with a partner Billy Neilson.</p>

			<content:encoded><![CDATA[<p>A man, based in Carlisle, has accepted that he broke environmental laws at his business site in Dumfries and Galloway. Several offences were committed by his company at AJR Commercials in Kirkpatrick Fleming.</p>
<p>Ashley Ratcliffe, 41, admits that he failed to remove controlled waste from the site. He also accepted the fact that he kept waste at these sites without acquiring the appropriate license between 2009 and 2011.</p>
<p>The case was brought forward by the Scottish Environment Protection Agency (SEPA) and hearing was held at the Dumfries Sheriff Court. The aim of the environment agency was to bring unlicensed &#8220;end-of-life&#8221; vehicle (ELV) businesses into compliance with environmental legislation.</p>
<p>It was presented before the court that Ratcliffe stored metal, oil drums, plastic, gas bottles, carpets, tyres, engines, motor vehicles and parts on his land.</p>
<p>The environmental prosecutor for the Crown Office and Procurator Fiscal Service (COPFS) and specialist wildlife, Kate Fleming, said, “there is a legitimate public concern about the impact of offences like this on the environment. Waste vehicles contain various fluids including oil, washer fluid, batteries and their fluid, coolant, power steering and brake fluid, all of which can contaminate the environment. The purpose of environmental regulations is to ensure that polluting components are disposed of properly.”</p>
<p>Ratcliffe had been given several warnings, advice and offers of assistance from SEPA that were “repeatedly ignored”. Kate said that Ratcliffe was given plenty of time to comply with the environmental laws and make sure his property was not used for illegal waste management – however, he chose not to do so. She further stated that COPFS takes a robust approach to any person or firm that ignores the laws that are formulated to protect the environment of Scotland.</p>
<p>The court has deferred the sentence for the offences until April 16.</p>

			<content:encoded><![CDATA[<p>A “significant” amount of illegal waste dumped in a special area of conservation is being investigated by the Environment Protection Agency and Laois County Council.</p>
<p>This site is located near the Vicarstown village close to the Grand Canal. The land is registered to people who seem to have strong connections in the waste management industry.</p>
<p>There is mixed plantation on the land that is now exposed to 5½ thousand tonnes of waste. The waste is buried under a forestry roadway that is two miles long and about ten metres wide. The deepest waste – more than six feet deep – is found at the end of the road. That area has a very strong smell coming from nappies, broken bottles, food cans, toys, shoes, make-up, sanitary napkins, toothpaste tubes, toothbrushes, plastic bottles and miscellaneous packing waste.</p>
<p>There are also huge amounts of electrical waste, such as mobile phones and adapters. Apart from this, there are also ceramic insulators, cats’ eyes, broken bollards, oil filters, marble and bricks.</p>
<p>For the Laois County Council, waste management is a top priority and they are taking it “very seriously”. There is also going to be a legal action.</p>
<p>There is no confirmation from the Department of Agriculture until now that a forestry road grant was applied for or received for the site under investigation. Both the council and the EPA have not licensed the site for waste disposal.</p>
<p>A confirmation has been received by the Inland Fisheries Ireland about a liaison with the council as part of a multi-agency investigation. They, however, have refused to make a comment while legal action is pending.</p>
<p>CCTV cameras and about 20 warning signs against illegal dumping have been placed by the Waterways Ireland along the narrow towpath on both the Athy and Vicarstown approaches to the site.</p>

			<content:encoded><![CDATA[<p>A judge, after refusing the skip hire operator to represent his company in the court, adjourned the trial earlier this week.</p>
<p>The trial for Albert Hill Skip Hire, based in Darlington, was being carried out at the Teesside Court by Judge Tony Briggs. This company was being represented by Raymond Antony Shepherd. The company is running a business of scrapyard and recycling.</p>
<p>There have been many other charges against the company that were denied by Mr Shepherd. These were brought about by the Environment Agency five times. There were further five more charges against the company from the period between July 2008 and August 2010. The 57-years-old from West Musgrave Farm, St Helen Auckland, County Durham, had been entering pleas on behalf of the company in all these charges.</p>
<p>Judge Tony Briggs said that even though Mr. Shepherd was allowed to enter these pleas, he was not allowed to legally represent his company in the trial as he was not qualified for this purpose. Being a layman, the judge said, Mr. Shepherd could not represent his company and had to hire a lawyer. “In 40 years this is the first time I have ever experienced a position like this,” the judge said.</p>
<p>The Albert Hill Skip Hire is facing charges of operating the facilities in Dodsworth Street and Whessoe Road, Darlington, without obtaining permits from the Environment Agency. Upon investigation by the Environment Agency, the company was found involved in various illegal waste management activities.</p>
<p>The representation of the company was now to be done by barrister Tom Mitchell. The case will be heard today and there will be a re-listing for trial in July.</p>

<p>The Department for Work and Pensions (DWP) carried out an investigation in which a secret footage showed that the 50-year old skip hire worker from Bilston was carrying out delivery and collection of skips and was completely fit to work.</p>
<p>The film was revealed during the hearing in the Wolverhampton Magistrates Court this week. Bradley was found clambering around on top of a skip before he covered it with tarpaulin and drove off.</p>
<p>The illegal swindling of money from the DWP amounted to £12,631. His disability claims spanned from March 2010 to last June. All this time he was working for Fill A Skip, a company that was based in Wednesbury but is not operating anymore.</p>
<p>Last March, the fraud investigators from the DWP were informed that Bradley had been telling lies about his medical condition and that he was actively working for Fill A Skip.</p>
<p>The prosecutor, Mrs Catherine McTigue, said that an assessment form was filled out by Bradley in January 2012 claiming his discomfort as he tried to walk more than five metres without the aid of walking sticks.</p>
<p>The defending attorney, Mrs Bally Paul, told the court that her client was remorseful and had already started to pay back all the money he had claimed illegally.</p>
<p>The court imposed a two-month curfew on the defendant. According to the terms, he has to remain indoors every night between 6 p.m. and 6 a.m.</p>

			<content:encoded><![CDATA[<p id="internal-source-marker_0.8984843544787102" dir="ltr">A  former high profile skip hire owner, William O’Grady, was charged for  creating the biggest illegal waste dump in the region. It was disclosed  in the court hearing that he may have made financial benefits of about  £50m from the numerous illegal waste management activities his company  was involved in.</p>
<p dir="ltr">The  Environment Agency has decided to confiscate his criminal assets under  The Proceeds of Crime Act (POCA). This decision was taken after he was  convicted of illegally depositing tonnes of metals, plastics, treated  wood and glass. O’Grady’s companies – W M O’Grady Ltd and Gwynedd Skip  Hire Limited – were found involved in 12 counts of illegal waste  deposits. About 29,000 tonnes of construction waste was found dumped at  two sites. There were at least 70 tonnes of waste deposited over 16  acres at the Bryn Farm, Caernarfon. This posed serious threats to  wildlife in that region.</p>
<p dir="ltr">A  52 week prison sentence was given to O’Grady in December last year.  Besides this, he was also ordered 300 hours of community service. He was  also banned from being the company director for the next five years.</p>
<p dir="ltr">The  prosecution, the Environment Agency, alleged the criminal benefit to  the defendant up to £50m; however, this was not accepted by the defence.  A financial statement has been served by the prosecution but there has  been no response from the defence as yet even though they had said they  would like discussions. Another application from the Environment Agency  will be filed for costs of more than £400,000.</p>
<p dir="ltr">Judge  Richards has allowed two weeks for either an agreement for a date for  the defence response, or re-listing of the case in the court. In an  earlier proceeding, O’Grady was told by Judge Parry that the  environmental offences made by his company were of extremely serious  nature.</p>
